But your appraisal tool use the gear's drop stats as the base instead of the gear's base/official stats. That mean the gear's quality affect the end result, which is unlike what I heard in game. I'm so confused.

This isn't always the case. It works with the Mighty Mimic Head because its stats are negative, and at high quality, the negative stats become higher. Furthermore, if you level it up to level 13, the bonuses will be maximum for any quality. But this only applies to bonuses (and not to all). For example, if you want a ward, you'd need to get the ornate and level it up to level 13 to get the maximum.
